2025 ACM Agenda
Ensuring that markets work well for all people and businesses, now and in the future. That is the mission of the Netherlands Authority for Consumers and Markets (ACM). The ACM Agenda explains how ACM interprets this mission in practice.
In 2025, ACM focuses on:
- Promoting an open and fair digital economy
- Accelerating the energy transition
- Making the economy more sustainable
Promoting an open and fair digital economy
ACM protects all people and businesses against abuse of market power and against online misleading practices. In these efforts, we give special attention to individuals in vulnerable positions and minors. New European laws require online platforms to take their responsibility for creating a safe online environment. People and businesses will have more control over their data, and will be able to switch or combine services more easily. This will promote innovation and economic growth. ACM is committed to making sure that everyone is able to navigate digital environments with confidence.
What will we do in 2025?
- Taking action against abuse, misleading practices, and manipulation in online sales and in the gaming sector
- Enforcing the rules against the dissemination of disinformation and hate speech on social media. In that context, we collaborate with other Dutch and European regulators.
- Educating people and businesses about their rights and obligations under new legislation in the digital domain, such as the Digital Services Act, Digital Markets Act, and the Data Act.
- Taking action against businesses that take advantage of the dependency of buyers of their software or their platform.
Accelerating the energy transition
ACM helps accelerate the energy transition. We do so by making necessary changes and innovations possible in the energy system, with an eye to affordability, a fair distribution of costs, and the security of supply. Extra attention is given to grid congestion and to the interests of vulnerable energy consumers. We protect consumers against unreasonable prices, untrustworthy suppliers, and misleading customer-attraction practices. We also offer consumers insight into energy prices through our energy monitors. With these efforts, ACM helps realize a reliable and sustainable supply of energy for people and businesses, now and in the future.
What will we do in 2025?
- Taking measures regarding flexible grid utilization in order to reduce grid congestion. In addition, we investigate where the grid can safely handle a heavier load.
- Drawing up a draft decision regarding a feed-in tariff for producers for a better distribution of the costs among grid users. This will help alleviate grid congestion.
- Educating the outside world about new opportunities in the new Energy Act, such as energy-sharing and energy communities.
- Designing a new regulatory methodology for system operators for natural gas and electricity from 2027 and beyond. This will offer ACM more opportunities for steering system operators on time.
Making the economy more sustainable
ACM fully supports the transition to a more sustainable economy as well as the innovation that this transition requires. We help realize a level playing field for businesses, and ensure that consumers are able to trust the sustainability information given by businesses. And we offer businesses that work together to realize sustainability objectives more clarity regarding the opportunities offered by the competition rules.
What will we do in 2025?
- Promoting the use of honest and clear sustainability claims by businesses. This year we will focus on the foods sector.
- Giving advice to businesses about how they can work together within the competition rules in order to promote innovation and a more sustainable economy.
- Assessing if and how collaborations in the agricultural and nutritional sector as well as international comparisons of certification labels are able to help make the agricultural sector more sustainable.
- Making preparations for enforcement of new European rules regarding international responsible business conduct among larger businesses.
